Against Me By Hon. Betsy Kuoh-Toe Which
Has National Security Implications and
The Possible Turning Over of My Office Space
Dear
Atty. Allison:
I
trust you are enjoying God’s grace and doing well with your varied
responsibilities.
The
occasion of this letter is twofold: 1st, to officially inform you
once more as representative of the Minister of Justice of the Republic of
Liberia in Maryland of a serious threat made against my life and felonious restraint
committed against me including a dossier of lies tailored against me with National
Security implications by the current Superintendent of Maryland County, Hon.
Betsy Kuoh-Toe, on February 8 and 17, 2016 respectively and,
2nd,
to seek an in-depth investigation in this matter of threat on my life,
felonious restraint committed against me and platitude of lies orchestrated by
Hon. Betsy Kuoh-Toe that I “badmouthed” His Excellency Amb. Joseph N. Boakai,
Vice President of the Republic of Liberia and the false claims that by meeting
with Mr. Alex Cummings’ Team that visited Maryland, I “undermined” the Liberian
government.
Sir,
all of these false and misleading claims that I unequivocally deny with all the
emphasis I can command from the roof of my tongue, have a national security impetus.
Unless the truth is established to exonerate me, rest assured, my life in this
country stands on terrific dangerous path for a very long time to come. My hard
work then to my country pro bono, will be lost in the gust of ill wind as my reputation
and character that I have built through hard days and long nights with
diligence as a nonviolent social justice advocate, peaceful, law-abiding and
tax-paying citizen will be damaged.
Atty.
Allison, as you are aware, I served as assets monitor of the Liberian
government in Maryland County under The General Services Agency (GSA). I have
performed this duty and task for the past nine (9) months pro bono. For unknown
reasons, on numerous occasions, I was locked in the Building at night while at
work. Upon enquiry, I learned the Superintendent and Assistant Superintendent
for Development of Maryland County were in the know. I reported these life-threatening
and unlawful acts to my former Boss, Hon. Mary T. Broh. But I was advised to
let the matter go. And I did. I did so with the hope that the life-threatening and
unlawful practice would discontinue. Unfortunately, it continued on. On
February 8, 2016, things took a different and fatal trend.
On
Thursday, February 17, 2016, I went to work, as usual, at the Administration
Building, Gregory Street, Harper City, at 8am. When I approached my office
door, I met a different lock on my office door. And have not a key for said
lock. As a matter of fact, the current lock on the door is strange. It was
placed there by Hon. Kuoh-Toe. This (felonious restraint) by the Superintendent
is not the first of its kind; it has happened to others in the Building before
my case. As such, I immediately proceeded to the Superintendent’s office for
enquiry. But I was unable to meet with her. All effort to reach her by phone proved
futile. Her staff remains tight-lip. As strange as it is, this is the matter
needing the Rule of Law for resolution.
Sir,
prior to locking my office door (felonious restraint), I was falsely accused by
the Superintendent and her staff that I “badmouthed” His Excellency Ambassador
Joseph N. Boakai, Vice President of the Republic of Liberia and that by meeting
with Mr. Alex B. Cummings’ team (a man understandably who might seek the office
President, come 2017 Presidential Election) in Harper at my private residence
and accepting an appointment as Acting Chair of The Alternative National
Congress (ANC), in her words, “…that was an act of “undermining the Liberian
government.” I categorically deny such fallacies, deceit, hypocrisy of the
worse grade as I still do! I have never ever “badmouthed” V. P. Boakai and
never ever “undermined” the Liberian government. My meeting with Mr. Cummings’
team in my private home is a constitutional and democratic right that I enjoy
like every other Liberian. And yes, I am proud to be the current Acting Chair
of The ANC Maryland chapter. So, if meeting with Mr. Cummings’ team in my
private home is a crime, I stand accuse!
To
add more insult to the injury, the Superintendent threatened my life. Thus, I
am forced to place my life into her hands for protection. Any time my physical
person is hampered, I have asked my wife, children, siblings, Christendom, Islam
and Humanity to hold her entirely responsible.
To
wrongfully use the name of the President of the Republic of Liberia to carry on
an unconstitutional and unlawful act by anyone, borders on the criminal. Superintendent
Kuoh-Toe wrongfully used President Sirleaf’s name to attract me into her office
to face with life-threatening situations. It is my strongest desire to know
whether or not President Sirleaf is aware of this sinister act by the
Superintendent. An in-depth investigation will tell the truth.
Interestingly,
after committing felonious restraint against me on February 17, 2016, I
understand the Superintendent is demanding thru your office for me to reopen
the door that she, maliciously, knowingly, punctiliously and willfully locked
on her own accord. My mind is baffled by such display of violations of the Law
with impunity.
Therefore,
Sir, I am here to submit to you, that unless she removes her lock, I am under
no legal and/or lawful obligation to act. But in the event she reopens the door
in my absence, I will duly and totally hold her responsible for all my private
and personal properties in the office.
This
matter is sensitive. So, as a social justice advocate who seeks justice under
the Rule of Law, the following points summarize my proposal for an amicable
resolution only on the door aspect:
1.
That we all agree to submit to the Rule
of Law by setting a day on which both locks will be removed and my private and
personal property returned back to me.
2.
I propose Wednesday, March 23, 2016 at 3:o’clock
Prime Meridian;
3.
That the Liberia National Police, to
whom I first submitted the felonious restraint as a matter of report, be
present in order for me to remove my personal belongings along with my personal
body guards and family members, including civil society members.
4.
That a piece-by-piece inventory of all
items in the office be made and observed by all parties concerned.
5.
That a MoU be signed cementing and
closing the total removal of all my private and personal belongings in the
office and the receipt of all Government of Liberia property (s) and the
turning over of the office space.
Finally
sir, I hereby seek a speedy investigation into this matter for final closure as
it has a national security implication. By so doing, we will be adhering and
practicing the fundamental Rule of Law as a cursor to what happens if and when
UNMIL departs Liberia. I’m inclined to agree, if we fail in the Rule of Law, in
this particular respect, I hold no doubts in my mind; Liberia will ply a
decadent path of anarchy of violence down to societal decay.
I
look forward to hearing from you as soon as possible in order to prepare for
the turning over of the office and amicably resolving this matter in-house
before it becomes a global issue. I take the threat to my life and the lies
placing the Executive Mansion against me VERY SERIOUSLY and I am prepared and
ready to take the matter UNDER THE RULE OF LAW. I am,
